Breaking the Bubbles 4: from Antalya to Addis Ababa
On 4 November, a small group of policy, finance and implementation actors meets in Brussels to look at how food and agriculture can carry momentum from COP31 to COP32. The dialogue is organised by Clim-Eat, on behalf of the High-Level Panel for a Just Rural Transition, together with AgriCord and Trias.
COP31 in Antalya opens with food, agriculture and health as its first thematic day, which puts the sector at the centre of the summit from the outset. The months on either side of Antalya are the chance to turn that opening into direction that lasts beyond the summit itself. COP32, under an Ethiopian Presidency, is expected to carry a strong food and agriculture focus of its own, so early coherence between the two agendas is a major opportunity.
Public support to agriculture remains one of governments' largest and most immediate levers. Redirecting it only counts as progress if it moves climate resilience, nutrition and mitigation together, not any one in isolation. That takes strategic alignment across actors, sectors and agendas: between funders and implementers, among climate, nutrition and agriculture objectives, and across international, national and sub-national policymaking.
Farmer-led action on the road to COP31
The afternoon opens with three short pitches on key opportunities for engagement at COP31. AgriCord will speak on farmer-led action, Clim-Eat on repurposing public support, and climate and gender agendas. As an alliance of agri-agencies mandated by farmers' organisations, we will bring the perspective of the farmers' organisations our members work with into the discussion.
Stress-testing the Policy Action Agenda 2.0
The High-Level Panel for a Just Rural Transition is building its Policy Action Agenda 2.0 around the same argument, with country champions, farmers' organisations and civil society already shaping it. The Brussels dialogue is a chance to stress-test that thinking ahead of COP31 and to work through what will be needed to carry momentum into COP32.
