High-level task force on the global food security crisis

The High-Level Task Force is working to ensure that the UN system, international financial institutions and the WTO are ready to provide robust and consistent support to countries struggling to cope with food insecurity. This is a long-term effort and it requires a comprehensive push to back solid partnerships, strong strategies and well-financed actions that empower communities to become food secure. It brings together heads of specialized agencies, funds and programmes, the Bretton Woods institutions, and relevant parts of the UN Secretariat.

The taskforce develop the Comprehensive Framework for Action that is listing actions to be taken by its participants with a view to the achievement of immediate results. The main objective is to improve access to food and nutrition support and increase food availability, by meeting the immediate needs of vulnerable populations. Comité pour la sécurité alimentaire mondiale de la FAO (CFS) : Elaboration du cadre stratégique mondial

Au cours de 2011, l’une des taches du CFS est de commencer à élaborer un cadre stratégique mondial (GSF – Global Strategic Framework) qui fournira des orientations aux gouvernements et aux institutions internationales pour permettre la cohérence politique et stratégique et la coordination dans la promotion de la sécurité alimentaire et la nutrition. Il s’appuiera sur les cadres politiques, y compris les Directives volontaires sur le droit à l’alimentation, le Cadre global d’action du HLTF (High Level Task Force des Nations Unies) et le rapport de l’IAASTD (International Assessment of Agricultural Knowledge, Science and Technology for Development).

À la 36ème session du CFS (octobre 2010), le Comité a convenu ce qui suit : lancer un processus consultatif et inclusif qui sera mené par le Bureau du CFS avec l’assistance du Secrétariat mixte et en collaboration étroite avec le Groupe consultatif et la participation de toutes les parties prenantes, dans le but de développer la première version du Cadre stratégique mondial pour la sécurité alimentaire et la nutrition en octobre 2012, qui fera l’objet de mises à jour régulières reflétant les résultats et les recommandations du CFS. La première étape de ce processus de consultation inclusif sera de trouver un accord sur des objectifs GSF, des principes et une structure de base, compte tenu des cadres existants. Au cours du processus, le HLPE peut apporter sa contribution sur les questions prioritaires identifiées par le CFS.

FAO published in February 2012 its annual report on its activities in support of producers' organisations and agricultural cooperatives. Download the document: annual report on producers' organisations support

The report first highlights what was planned in 2011 to support Producers’ Organizations and food, agricultural and rural cooperatives and then presents the different achievements, as for example:

 - The outcomes of the 37th Committee on World Food Security (CFS) and particularly the discussions on Food Price Volatility and Gender;

- The finalization of the Voluntary Guidelines on Responsible Governance of Tenure of Land, Forest and Fisheries in October 2011 and the large contribution of the African Farmers‘ Organizations;

- Its different activities on closing the gender gap : through the Knowledge Management and Gender Program and the FOs involvement in the G120 and in the G20;

- The focus on youth at the International Day of Cooperatives 2011;

- The launching of the 2012 International Year of Cooperatives.

The last part presents the work plan for 2012 and more particularly the Farmers‘ Forum, the 56th  session of the Commission on the Status of Women (CSW), the General Assembly of the World Farmers‘ Organization, and different publications on good practices and other analyses.

Global Agriculture and Food Security Program (GAFSP)

The Global Agriculture and Food Security Program (GAFSP) is a multilateral mechanism to address the underfunding of country and regional agriculture and food security strategic investment plans already being developed by countries. GAFSP consults with donors and other stakeholders at the country-level, thereby making aid more predictable in contributing to the achievement of the Millennium Development Goal 1 to cut hunger and poverty by half by 2015. http://www.gafspfund.org/gafsp/

New world bank plan for support of Africa

The new plan, published 1st March 2011, is titled "Africa's future and the world Bank Support to it". It shifts from a more general focus on seeking economic stability and sound fundamentals to emphasize the need for attention in 3 key areas: 1. Competitiveness and employment, 2. International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD)

The International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) is a unique international effort that evaluate the relevance, quality and effectiveness of agricultural knowledge, science, and technology (AKST); and effectiveness of public and private sector policies as well as institutional arrangements in relation to AKST. The IAASTD was launched as an intergovernmental process, with a multi-stakeholder Bureau, under the co-sponsorship of the FAO, GEF, UNDP, UNEP, UNESCO, the World Bank and WHO. The IAASTD produces a series of published (printed and web-based), critical, in-depth Global and Sub-global Assessments of local and institutional knowledge and experiences.
