04ic-3116 - Strengthening Agricultural Coops in Cambodia, Laos
Het voorstel is een herschreven proposal dat eerder door ICA-ROAP is ingediend en vervolgens door AgriCord is afgewezen. Op ons verzoek herschreven, meer nadruk op economisch functioneren cooperaties (business plans, viable operational schemes)en in minder landen (India en Nepal hebben reeds uitstekende coopearaties die als voorbeeld kunnen dienen). Budget daardoor gereduceerd. 3 jarig programma. Eigen bijdrage (niet gespecificeerd in voorstel) bestaat uit salaris ICA-ROAP experts die TA aanleveren en training verzorgen. Met Cambodia en Laos assisteert ICA-ROAP de overheid in formuleren cooperative wetgeving. In Vietnam is transitie van bestaande cooperaties in zogenaamde \"nieuwe cooperaties\" die meer op bedrijfsmatig management zijn gestoeld. Cambodia and Laos do not have a well developed cooperative sector at the moment. Governments are reluctant to promote cooperative movement but are recently more and more aware and open to discuss the function and need for agricultural cooperatives in the framework of agricultural / rural development and poverty alleviation. ICA-Roap is initiating the discussion and advising both Governments in this process. The proposal is ment to pilot state of art in cooperative development by establishing 5 agro-cooperatives in each country based upon business like operational plans (including economic viable business plans). In Vietnam 5 existing öld\"cooperatives will be transformed in to new cooperatives with the same features as mentioned. Training programmes focusing on policy makers, senior officials, coop managers and farm leaders will safeguard an enabling environment for the functionning of the model coops. Linking the experiences by exchange programmes is aiming at mutual learning. Training and technical assistance will be provided by senior ICA-ROAP experts.
