09cs-5335 Special services on Loan Protection and Life Saving
CCSF is a membership based savings and credit organisation in Cambodia. Because of its MFI status and financial autonomy, financial project support is no longer necessary. CCSF is still in need of advisory support from Agriterra and MIAN (mutual insurance advisory network).
Planning Special Services for 2009:
Farmer-to-farmer mission (agri-pool missions)
Mr Ton Merks, MIAN/Interpolis, evaluation of LPLS programme, end of 2009. Input: 10 days, 1 ticket, 1 report
Advise mission (missions of Agriterra/agri-agency personnel)
LO mission to prepare evaluation of LSLP programme. Input: 1 day, 1 ticket (in combination with visit to FNN and CAMFAD), 1 report
Advise days (desk days of Agriterra/agri-agency personnel)
Backstopping LSLP evaluation and further advisory support to CCSF upon request. Input: 3 days.

Financial Services:
The project encourages the saver members to deposits regularly, even with a small amount. The member’s savings are mobilized among the members through building financial access to the members for several purposes, including family income generation, emergency, and consumption purposes.
CCSF is playing a whole sale financial institution by providing loans to the member organizations, and small & medium entrepreneurs at a reasonable interest rate.
Non-Financial Services:
Capacity building is a major focus of the project, in order to build safe & sound community based micro-financial organizations. Two levels of training are provided to member organizations:
a) basic training, on-the-job training on general management, including role & responsibilities of directors, managers and employees; & simple bookkeeping; technical on-site & off site monitoring; problem solving in case arise; liaise with the local authority at the local level; coordinate the saving banks to build office space, and facilitate related policy development.
b) Advanced technical training with subsidized fees basis :
- Good loan management,
- Delinquency management & control,
- Advanced bookkeeping,
- Leadership development,
- Effective monitoring tools (PEARLS),
- Risk management, and
- Positioning credit union in the market place.
CCSF is implementing Loan Protection & Life Saving (LPLS) program to its members, aiming at to reduce burden of the death family members when death occur, and also to eliminate debt heritage to the next generation.
06cs-4670 Sustainable Branch Development project
De organisatie is bekend bij Agriterra, CCFS heeft reeds aan twee FinBase workshops meegedaan 2004 en februari 2006 en wordt momenteel geprofileerd. In het raamwerk van het RUFICA project waarvan ACCU de uitvoerder bestaat een nauwe samenwerking met de Cambodian Credit & Savings Federation (CCSF). Het voorstel betreft het businessplan voor consolidatie van de reguliere activiteiten van CCFS voor de periode 2006-2010 de Credit Union Australia heeft reeds een gedeelte van de financiering toegezegd evenals Rabobank. Van Agriterra wordt een bijdrage van Euro 50.000 gevraagd, de eigenbijdrage en derden is Euro 159.000.
Het voorstel past binnen de doelstellingen van Agriterra en er is een samenwerking met een Nederlandse organisatie (Rabobank), strategisch is Cambodja toenemend belangrijk, het voorstel kan op formuleren worden gezet. (MF, Erni van Wingerden)

Head Office:
Research, simplify, & translate the training manual into local language,

Conduct bi-annual internal audit to all member organizations & branches,
Introduce prudential monitoring tools (PEARLS) to the large community saving banks, and pilot implementation of the tools,
Consolidate monthly monitoring report,
Improve CCSF internal system control,
Coordinate external audit of CCSF & branches,
Conduct CCSF AGM,
Recruit staff,
Develop M & E tools and test at the SB & branch level,
Set-up hardware & software for MWP program,
Develop MWP policy & procedures, and translated into local language,
Design & Publish marketing material for MWP promotion.
Launching the pilot of MWP,
Develop MIS data base for saving & credit program,
Develop Website, and post website,
Link with international networks.
Branches ( 3 branches):
Conduct basic training at the community level,
Conduct regular onsite & off site monitoring of the member organizations,
Implement prudential monitoring tools (PEARLS) in the large community saving banks,
Support member organizations to build office space,
Support the member organizations to review internal operating policy & system control,
Support member organization to develop annual operating plan,
Provide financial services, loan, to member organizations,
Generate monthly monitoring report,
Promote increase of membership, savings and share capital,
Promote sale of MWP product,
Coordinate AGM of the member organizations.
