Main objective of FNN is: to make FNN an independent farmers' organisation, independent from CEDAC. This requires a step wise approach and FNN and CEDAC need to identify each others core businesses and supplement each other rather than become competitors. This 3 years plan focusses on: 1) Organisational strengthening 2) Communication 3) Training & capacity building 4) Marketing & cooperative development 5) Saving & credit cooperatives 6) Lobby and advocacy It is expected that in 2009 the focus will be on organisational strengthening, training and capacity building and marketing & cooperative development AFDI will provide support for Saving & credit cooperatives. Lobby and advocacy by FNN is still weak and needs due attention.

The proposed project will focus on supporting the institutional reinforcement of FNN as well as the expansion of the network of FNN so that it can better serve and protect small farmers’ interest at local, national and international level. Main focus is on the further growth (10.000 new members in 2008) and strengthening of FNN at its various levels, and to establish more specialized networks. The activities and services will focus on: 1.putting in place an effective structure of FNN at provincial and national level. 2. To strengthen and capacitate the leaders of the FNN at different levels to provide effective information, marketing, financial and other supporting services to their members 3. To participate in policy and strategy discussions with government and other stakeholders at local, national level and international level

The primary goal is to reinforce the institutional development and the expansion of FNN so that it can effectively represent the interest of small farmers, provide leadership and capacity building support for the improvement of socio-economic conditions of 30,000 farmer association members in 1100 villages of Cambodia.

FNN is a federation structure in the process of establishment. The NGO NEDAC is assisting FNN in this process on the federational level as well as on the level of establishing village level farmers associations. Up to present CEDAC, with the support of AFDI, is leading this process. So far 177 village level associations have been established with a total of 3540 individual members. In December 2003 FNN did organise it´s first ever General Assembly, followed by the second GA in December 2004 during which 13 members board was elected. The project does focus very much on the further development of the FNN by formalising it´s organisational structure, stimulating further establishment of local associations, capacity building of board memmers and staff. Again CEDAC with assistance of AFDI will have a leading role in delivering assistance and support to FNN in it´s efforts to further develop as an umbrella federation. Next to interventions focussing on the organisational strengthening of FNN as a federation a ToT programme, involving 25 local farm leaders, will be implemented aiming improving farmers capacities organisational development and management on the level of village associations.
