12ne-5824 providing financial services to the poor
This is a description of the two main activities/programmes that will be supporting by AGriterra in 2012: Mutual Aid Services (micro-insurance) NEFSCUN Mutual Aid is a co-operative based financial security system. It is aimed at pooling resources among members those are excluded from formal social protection mechanism under co-operative principles & values. In 2012 we plan to expand services reaching bigger SACCOS, and having sold over 5000 policies reaching breakeven point. CSP policies, in 2013 this will be 7700and in 2014 this must be 9700 policies. We will do this by providing active follow-up by visiting those SACCOS that have received orientation, expressed interest in providing CSP to their members, and focusing the programme in the bigger saccos who have larger number of members to this date already 88 SACCOS signed the MoC (memorandum of Cooperation) and 66 SACCO started selling and/or sales promotion. CSP will be promoted as complementary service to traditional savings and credit services and part of the financial solutions SACCOS can provide to their members. Microfinance NEFSCUN’s microfinance is based upon Credit Union Microfinance Innovation (CUMI) method. Which aims to provide sustainable financial services to the poor by promotion of savings, provision of affordable terms of loans, entrepreneurship development training and providing general credit union financial solutions to the poor. Focused on the long-term well-being CUMI offers many advantages to the low-income poor, integrating low-income members into the mainstream of the society by contribution to their wealth building capacity. CUMI is the component in Micro finance services focusing on Women Entrepreneurs within the CUMI/microfinance groups. By the end of 2012 we want to enroll a cumulative 100,000 low income members, mainly women. This means an additional 24.380 (90% Female) new members for 2012.
11ne-5679 Micro finance for rural poor women and micro insurance: Up-scaling services and enhancing growth in Saving and Credit Cooperatives (year 2)
Objectives of this project: 1.To reach out to 65.000 poor individuals members and provide them ACCES to affordable micro finance in order to be able to improve their wealth. 2. To expand the mutal aid services (micro insurance) to 150 SACCOS (reaching 5.800 individual memebrs) and achive operation break even of this service 3. Interlending fund increased for provision of loans 4. Membership growth of 250 additional SACCOS (from 650 to 900 SACCOS) Proposed Activities: Micro finance: In the period from 2010-2012, NEFSCUN wants to expand it services to 100,000 low income people (of which 80% women). NEFSCUN member SACCOS will provide them with microfinance services and contribute to building their wealth. Microfinance services will be provided by applying the Credit Union Microfinance Innovations (CUMI) methodology, which includes a ful fledged orientation and training programme especially designed for poor segments of the society. After the orientation and training period and 6 months saving, the new members are entitled to take their first loan. In 2010 we plan to provide CUMI based microfinance services to 30,000 and in 2011 to 35,000 new members reaching 65,000 in 2 years. This programme will be supported by Business Development Services, supporting entrepreneurial poor women in accessing the market. Mutual Aid services: NEFSCUN provides funds, builds capacities, provides financial risk protection with its Mutual Aid services (micro-insurance) and provides all kinds of materials and administrative tools to professionalize the services of the SACCOS.

07ne-5065 Up scaling of financial services to protect the poor
NEFSCUN is an autonomous national organization registered under the Cooperative Act. In 1998 NEFSCUN obtained a regular membership of the Association of Asian Confederation of Credit Unions (ACCU). It is owned by its members and respects international credit union principles. Presently there are approximately 1500 savings and credit cooperatives (SACCOS) registered in Nepal of which 402 credit cooperatives of them affiliated with NEFSCUN. These are 402 credit cooperatives are representing 60,000 members belonging to NEFSCUN. The 2008-2009 proposal to Agriterra aims to consolidate the Micro finance activities, Business Development Support activities for SACCOS members, strengthen SACCOS and increasing access for women and economic development of women. Additional the project aims to consolidate the NEFSCUN Mutual Aid Program, becoming a key service to members of SACCOS.
06ne-4853 Participation of women in credit unions and mutual aid program
NEFSCUN offers micro-insurance service to its members. This proposal aims to strengthen savings and credit cooperatives access for women and economic development of women, members of SACCOS. The targeted area is the western part of Nepal which is the poorest part of the country. The proposal is a replication of the WECUMI project which started originally in the center and eastern part of the country and is now being executed by ACCU (Asian Credit Cooperative Alliance) with contribution of Agriterra.

06ne-4545 Reinforcement of mutual micro-insurance program
Based on its strategic plan and a feasibility study on micro-mutual insurance service, NEFSCUN proposed a new 5 years project partnership with Agriterra with a focus on diversifying its financial services through offering a micro-insurance service to its members. Agriterra will take for its account the real costs of the first two years of the project, this idea is the proposal for the second year. During the first year some difficulties were encountered, together with MIAN a follow-up/ fact finding mission was conducted in November 2005, based on the outcomes Agriterra and MIAN will determine together with MIAN how to proceed. Decisions are to be made jointly by MIAN - Agriterra and NEFSCUN in January 2006. Het voorstel van de MF is dit idee op formuleren te zetten, zodat met NEFSCUN en MIAN kan worden gewerkt aan het nieuwe voorstel. Een aantal activiteiten zullen afhankelijk zijn van de beslissingen die worden genomen op basis van het missie-verslag van de missie Koning- Van Wingerden november 2005. Het voorstel is gericht op dienstverlening aan leden van de lid spaar en krediet cooperaties onder NEFSCUN in die zin sluit het voorstel aan bij de hoofd doelstelling van Agriterra. 04ne-3021 Establishment of a mutual micro-insurance program
The project was formulated as a follow-up on a feasibility study conducted by NEFSCUN with guidance and assistance from Interpolis in the year 2003. The conducted study did include a needs assessment which did show an urgent need amongst members of affilaited savings and credit associations (SACCOS) for insurance services with preference for live and accident insurance. The programme aims at developing the organisational structure, managerial mechanisms and procedures (including use of digital management software-OASE) and logistics. Furthermore it covers awareness raising and capacity enhancement programmes for members and SACCO staff about insurance and the working of mutual insurance mechanisms. In the initial two years phase 10 savings and credit organisations are participating and at least 4.000 policy holders are targetted. The programme set up does strive to run the programme on a sustainable basis without a need for additional external financial input in 4-5 years time. Donor input will decrease yearly while the level of aoto-financing will increase. Interpolis has committed itself to facilitate this proces, deliver technical assistance (by expert missions and on a contineous basis through internet) and provide re-insurance services for the micro-insurance scheme. After completing the first year (april 2004-april 2005), it has been decided to extend the project period with 9 month, without increasing the project budget. However, an additional mission of INTERPOLIS has been added to this budget neutral contract extension.
03ne-0237 Haalbaarheidsstudie naar ondelinge verzekering.
De Nepal Federation of Savings & Credit Cooperative unions (NEFSCUN) in Nepal is een koepelorganisatie van spaar en krediet organisaties in Nepal waarbijr 400 spaar en krediet organisaties zijn aangesloten die in totaal zo´n 50.000 leden tellen. Vanuit de bij NEFSCUN aangesloten krediet organisaties is de wens uitgesproken om additionele diensten aan leden aan te bieden op het gebied van verzekeringen. Het project inventariseert en specificeert de vraag onder de leden naar verzekeringsproducten en stelt op basis van de inventarisatie een business plan samen. Naast het business plan worden ook de legale condities, de competatieve status t.a.v. overige aanbieders van verzekeringsproducten en de huidige capaciteit van de krediet organisaties en hun koepel (NEFSCUN) onderzocht. Technische assistentie (inclusief de aanlevering van administratie systemen) wordt verleent door Interpolis, die ook de evt. herverzekering van het ondelinge verzekeringsprogramma zullen verzorgen.
