08pm-5119 Attaining self-sustaining status and sustained growth
PMBA was founded by the Pambansang Kilusan ng mga Samahang Magsasaka (PAKISAMA) as a sister organization in August 17, 2002 at the Institute of Social Order in Ateneo De Manila University, Loyola Heights, Quezon City. The Mutual was established as a micro-insurance arm to serve the needs of poor people, particularly members of PAKISAMA, and generally the rural poor who are generally left out by mainstream insurers. The PMBA is registered with the Securities and Exchange Commission (SEC) and duly licensed by the Insurance Commission (IC) as a mutual benefit association. The project introduced with Agriterra in 2008 is a continuation of the project executed in 2007. The key target outputs for the year are: • 7,000 total number of members/policyholders • No less than Php 2,350,000.00 Kapamilya premium collection • No less than Php 150,000.00 CLP premium collection In order to deliver these targets, the following major tasks and activities will be carried out: 1. Maintenance/expansion of existing accounts 2. Membership recruitment drive through community-based savings and credit organizations (Assisting Partners in establishing community-based savings-lending-insurance services in their areas of operation.) 3. Build new partnerships with local government units, putting into maximum use the initial break gained from the current partnership with the Congressional office of Honorable Dan Fernandez. 4. Updating and distribution of PMBA brochures and other marketing materials, including the PMBA website.
07pm-4904 Building Strategic and Operational Partnerships for Sustained Growth
The Pakisama Mutual Benefit Association (PMBA) was founded in 2002 with the objective to offer microinsurance products to members of Pakisama, the National Confederation of Peasant Organisation. The PMBA operates as a stand-alone microinsurance company, and as such officially registered with the Securities and Exchange Commission (SEC) and duly licensed by the Insurance Commission (IC) as a mutual benefit organisation. After initial slow but steady growth in the period 2002-2005 (4,500 policies), membership declined to about 3,200 in August 2006. After reviewing policies for non-payment of premiums and cancellation of policies due to non-payment, the actual membership was estimated at 500 by the end of December 2006. These disappointing results can be attributed to both external and internal factors. PMBA was hit by the problems within the membership of Pakisama that was originally constituting the natural membership base. While financial and administrative systems were up-to-date, the marketing efforts through the sales agents failed to translate into increased sales policies and hence, premium income to cover the costs of operations. This has eventually led to a rethinking in 2006 of both the marketing model, products, partnerships and the functional mode of operations. Agriterra has supported PMBA since its foundation in 2002 through funding and advisory services (MIAN/Gerard Pierik). Interpolis Re provides a reinsurance facility, and thus sharing the risk in case of exceptional loses. Ad Arma has provided technical assistance for the development of a financial administration system (OASE), including management of portfolio.
06pm-4724 PMBA Micro Insurance Programme: Phase 4
The Mutual Micro Insurance programma has been developed and consists of a life & accident insurance (with minor hospitality cover) covering the entire household of a member. The Interpolis/ Ad Arma developed software package is operational and a renewed Windows version was installed in 2004 enabling the PMBA to administer the programme almost completely digitally and enabling the technical supervisor Mr. Gerard Pierik and Ad Arma to guide, assist and coach the PMBA on distance on a regular basis. The target set for the nearby future is to enrol minimum of 21.000 members by the end of the year 2007. In 2006 a mission will take place by Mr. Pierik with the purpose: \"Assess the cost of maintaining the use of the OASE system vis a vis the volume of micro insurance capacity and capability of PMBA and assess possible alternatives for the use of OASE as administrative support system \"
05pm-3949 PMBA Micro Insurance Programme: Phase 3
This is the third phase in the project proposal (2004-2007) which will lead the Pakisama Mutual Benefit Association (PMBA) to financial self sustainability. The total project costs will in this process partly being covered by own income. Objective is to enroll 10.500 members by the end of 2005 and 21.000 members by the end of year 2007. The PMBA apparatus will increase by recruitment and training of sales agents (Kadamays), Area Insurance Coordinators and Regional Insurance Coordinators. The package of insurance products will be increased and fine-tuned according to members needs. A Windows version of the OASE administrative soft ware package whcih became operational last year will enable a continuous technical backing by Interpolis. Interpolis will guarantee a re-insurance cover for the programme. The target of PMBA is to be financiallly independent by the end of the year 2007 and ensure a vast and secure income to the PAKISAMA Confederation. Agriterra would be favouring a collaboration between PMBA and ASHI for reasons of efficiency, broadening the scope of the programme and luring in additional financial resources.
